Repeated work becomes digital-worker capability when triggers, inputs, steps, evidence, and review become a stable structure.

Many companies begin an agent discussion by asking how to write the prompt. I care more about whether the repeated work can be described as a stable routine. Without routines, an agent behaves like a temporary worker who must be briefed from scratch every time.

An executable routine needs five things: the trigger, the materials to read, the steps to follow, the evidence to produce, and the human reviewer. If any part is missing, automation becomes an uncontrolled black box.
